Prosper Marr-Johnson MRICS Partner
Prosper Marr-Johnson is a Chartered Surveyor and Registered Valuer who has worked in the prime central London residential market since 1990. He has been a partner since 1992 at Marr-Johnson & Stevens.
Prosper specialises in professional valuations in the following areas:
Leasehold Reform Act valuations and negotiations for the enfranchisement of houses
Collective enfranchisement of blocks of flats, and lease extensions of individual flats
Formal RICS compliant ‘Red Book’ valuations for tax, internal accounting and matrimonial purposes
Expert Witness work relating to disputes at both First-tier Tribunal and Upper Tribunal
Landlord and Tenant valuations for consents to alterations, change of use and rent review
Prosper is a thorough and diligent valuer with a good eye for detail, but always with a view to completing the task on time. He can communicate complex concepts with clients and colleagues and has twice been awarded ‘Individual Valuer of the Year’ at the ERMAs, the industry celebration for fellow Leasehold Reform practitioners.
Prosper has been instrumental in developing the firm, with Tim Martin, into a truly independent and well-respected specialist firm of valuers on residential leasehold matters operating primarily in central London. In the early part of his career he combined surveying with an active role in the Territorial Army for 7 years.
Prosper lives in Kent with his wife Annie, but his adult children now live independently. He is a trustee of a small charity and secretary to the local residents’ association, but outside work he is a keen amateur road cyclist, skier and a cellist in the local orchestra.
Tim Martin MRICS - Partner
Tim Martin is a Chartered Surveyor and Registered Valuer who has worked in the prime central London residential market since 1991. He has been a partner in Marr-Johnson & Stevens since 2002.
Tim specialises in professional valuations in the following areas:
Formal RICS compliant ‘Red Book’ valuations for tax, internal accounting and matrimonial purposes
Leasehold Reform Act valuations and negotiations for the enfranchisement of houses and
blocks of flats, and lease extensions of individual flats
Expert witness work relating to disputes and Landlord and Tenant valuations for consents to alterations, change of use and rent review
Tim is known for his inquisitive mind, innovative thinking and attention to detail, putting these qualities together to overcome difficult problems and achieving some significant successes for clients along the way. He has twice been named Individual Valuer of the Year at the ERMAs, the industry awards of his fellow Leasehold Reform practitioners. He has spoken at conferences of the Association of Leasehold Enfranchisement Practitioners and often gives CPD talks to law firms and family offices alongside which the firm works.
Prior to joining the firm Tim spent 11 years as an asset manager with Grosvenor, building up an extensive knowledge of their Mayfair and Belgravia estates. Before that he was a Regular Army officer, but started his commercial life as a management trainee with the Savoy Group in 1981.
Tim divides his time between the office in London and his home in Suffolk. He is a keen walker, hopeless gardener, middle-aged motorcyclist, amateur medal collector, and the proud father of a Royal Navy officer and a doctor.
James Rangeley MRICS - Partner
James is a Chartered Surveyor (qualifying in 2009) and Registered Valuer, covering the residential and commercial advisory sides of the business. He joined Egerton in 2006 and became co-Director in 2010, where he led a team of surveyors and valuers with particular focus on prime central London. During his professional career, James has gained highly sought after expertise in a range of practice areas, enabling him to give comprehensive and cross sector advice to a wide range of clients.
James specialises in the following areas:
Leasehold Reform Act valuations and negotiations for the enfranchisement of houses, blocks of flat and lease extensions
Formal “Red Book” valuations for tax, end of year accounts and purchase reports
Expert witness appointments in connection with litigation
Acquisition and sale agency in both commercial and residential sectors
Development consultancy, advising on land transactions across the UK
Landlord & Tenant, including rent reviews and lease renewals
James has given expert evidence to the First-tier Tribunal and Upper Tribunal (Lands Chamber).
Outside of work, James enjoys a more rural way of life in the Buckinghamshire countryside where he lives with his wife, two children and two dogs.
Marie Joyce MRICS - Partner
Marie Joyce is a Chartered Surveyor and Registered Valuer who has worked in the prime central London residential market since 2004. She became a partner at Marr-Johnson & Stevens in 2019. Marie holds a degree in Geography from University College London and a post graduate diploma in Surveying.
Marie specialises in professional valuations in the following areas:
Formal RICS compliant ‘Red Book’ valuations for purposes including tax, planning and matrimonial purposes
Leasehold Reform Act valuations and negotiations for the enfranchisement of houses and blocks of flats, and lease extensions of individual flats
Expert Witness work
·Landlord & Tenant valuations including consents to alterations, airspace, change of use and rent review
Marie also acts as an Expert Witness and has had recent successes before the First-tier Tribunal
Marie is approachable, dedicated and known for her ability to deal with complicated transactions, which require specialist knowledge and advice. She always has an eye as to how the best deal can be done in an efficient way and provides clear advice. Her knowledge has allowed her to achieve excellent results for her clients.
Marie has been a finalist as Individual Valuer of the Year and was highly commended as Young Professional of the Year at the ERMAs, the industry awards of his fellow Leasehold Reform practitioners. Marie often gives CPD talks to law firms, estate agents and family offices alongside which the firm works.
Marie lives in Hertfordshire with her husband and two young daughters.
Oliver Saxby MRICS - Partner
Oliver has worked in Central London residential property since 2007, and began at Marr-Johnson & Stevens in 2012. He is a partner in the firm and is a qualified Chartered Surveyor and RICS Registered Valuer and holds a Master of Arts degree in Property Investment and Finance. His principal focus is residential valuations in prime central London but he also carries out work elsewhere across the UK for larger cases or clients. The majority of his work comprises:
- Formal RICS compliant ‘Red Book’ valuations for Capital Gains and Inheritance Tax purposes and matrimonial disputes
Pre-purchase of valuations for HNW individuals, family offices and their advisors
Leasehold Reform Act valuations and negotiations for enfranchisement of houses and blocks of flats, and lease extensions of individual flats
Landlord and Tenant valuations for consents to alterations, change of use and rent reviews
Oliver also acts as an Expert Witness and has had recent successes acting for landlords and for tenants before the First-tier Tribunal (FTT) and defending an appeal to the Upper Tribunal.
Prior to taking his Masters, Oliver held a commission in the Grenadier Guards performing both operational and ceremonial duties, latterly serving in the Royal Household for two years as an Equerry to HRH the late Duke of Edinburgh.
Away from the office Oliver lives in Leicestershire with his wife and two daughters. He is a keen sportsman, Francophile and chef, and even perhaps an aspiring Master Chef contestant!
Emma Biddle MRICS - Partner
Emma is a Chartered Surveyor and Registered Valuer. She has been working in the property industry since leaving university in 2008 and has a Masters in Real Estate Management from Oxford Brookes. After working for a private residential lettings and property management company for a few years, she joined Egerton in 2011 and is now a partner in Marr-Johnson & Egerton.

Her clients include private individuals, charities and property companies.
Outside of the office Emma has a young daughter who keeps her busy as she is a solo mother. Emma plays in the local stoolball league, enjoys a game of tennis with friends but also likes watching sport.
Angela McFarlane -
Office Administrator & Team Secretary
Angela joined Egerton in 2005 as our team secretary. She is very efficient and organised which keeps the office running smoothly. Angela has an MA in Anthropology which comes in very useful when it comes to keeping the team in order!
Victoria Hart -
Office Administrator
Victoria joined the firm in September 2022 and is an experienced executive assistant and office manager having previously worked in the property and marketing industries. Victoria provides secretarial and administrative support to the firm and is also responsible for our information management and credit control.
